PTS, a non-profit organization, was established to provide quality media programming to the general public. As such, all programming is designed to deliver public information as diverse as its range of channels, radio and the policies legitimately operated by Public Television.

In November 1999, the first Board of Directors of PTS proposed four important missions for PTS upon which to establish the basic operations and sustainable development of Public Television Services. These following four missions are guided by the principles of the Public Television Act, which regulates the operations of the Public Television Services accordingly.

1. To produce a variety of quality programming

The quality programming that PTS insisted on production, is to give the public that is long-time dominated by the commercial networks' marketing strategies a different point of view, committed to using a professional quality control mechanism to produce programs that will complete our mission and to meet the satisfaction of the viewers.

2. To promote society's sustained development

The programming policy of PTS is conducted to protect the public's right to speech, to promote the public education and cultural standards, to sustain the developments of a democratic society, and to increase the welfare of the public. PTS is committed to provide the quality programming services, and to further create the various programs that access to the public as the momentum to propel the social developments.

3. To enrich coverage of indigenous cultures

PTS will be the eyewitness and the communication channel to introduce the enriched different indigenous cultures to the local viewers with the better understanding, and to encourage the public's involvement in the social issues of this own land.

4. To promote and enhance international cultural exchange
PTS will proactively participate in the events of international cultural exchanges by presenting its diverse quality programming through hi-tech production and broadcasting planning. In the meantime, it can also achieve the goal of the mutual understanding of Taiwan's culture and its people between international communities.
